Do You Need Professional End of Tenancy Carpet Cleaning?

Professional cleaning is not automatically required

In England, a landlord or letting agent cannot require a tenant to pay for professional carpet cleaning simply because the tenancy is ending. However, the carpets should be returned to the same standard of cleanliness as at the start of the tenancy, allowing for fair wear and tear.

If the check-out report shows that the carpets are dirtier or more heavily stained than they were at check-in, the landlord may seek a reasonable, evidenced deduction from the deposit for cleaning. You can clean the carpets yourself, but professional cleaning may be worthwhile where there are stubborn stains, pet hair, odours or ground-in dirt.

What the Tenant Fees Act allows

The Tenant Fees Act 2019 limits the payments a landlord or letting agent can require from a tenant in England. Professional cleaning is not included in the list of permitted charges, so a tenant cannot be required to pay a cleaning company simply because the tenancy is ending.

A tenancy agreement can require the property to be returned to the same standard of cleanliness as at the start, allowing for fair wear and tear. If the carpets are left dirtier than the check-in inventory shows, the landlord may seek reasonable cleaning costs from the deposit.

The tenant does not have to use a named cleaning company or hire a professional cleaner if they can achieve the required standard themselves. These rules apply in England, including the areas of East Sussex and Kent that we cover.

Why carpet condition matters at check-out

Figures from The Deposit Protection Service show that cleaning was the most common reason given for deposit claims among the deposits it protected for the fifth year running. It accounted for 29.38% of claims in 2025, although this covers cleaning throughout the property rather than carpets alone.

The DPS also reports that fewer than 5% of the deposits it protects end in a formal dispute, so most tenancies are settled without using its dispute resolution service.

Carpets become fully visible once the furniture and rugs have been removed. Stains, traffic marks and pet-related soiling may only be noticed at that point. Their condition should be compared with the check-in inventory, allowing for the carpet’s age, the length of the tenancy and fair wear and tear, rather than against a brand-new carpet.

What counts as fair wear and tear?

There is no fixed list of what counts as fair wear and tear. Propertymark describes it as the gradual deterioration caused by normal and reasonable use of a rented property.

When considering a carpet, its age, quality and condition at check-in should all be taken into account. The length of the tenancy, number of occupants and the carpet’s expected lifespan also matter.

Gradual flattening of the pile, fading and light wear in frequently used areas that is consistent with the carpet’s age.

May justify a deduction

Localised stains, pet urine contamination, burns, tears and heavy soiling that could reasonably have been cleaned.

How a deduction should be calculated

A deduction is not automatic. The landlord should be able to show that the carpet has deteriorated beyond fair wear and tear and that the amount claimed is reasonable.

A landlord is not entitled to replace an old carpet with a new one entirely at the tenant’s expense. If replacement is necessary, any contribution should take account of the carpet’s age, original quality and remaining lifespan. If cleaning would put the problem right, only the reasonable cleaning cost should be considered.

When professional carpet cleaning may be worthwhile

Professional cleaning may be worth considering if the carpets are dirtier or more heavily stained than they were at check-in. This may include set-in spills, pet stains and odours and heavily soiled traffic areas. Advanced stain removal is available where a mark needs more than a standard clean.

Cleaning is unlikely to help with gradual flattening caused by the carpet’s age and normal use. It can remove soil, but it cannot restore worn fibres.

FAQs

When should I arrange the carpet cleaning?
Book once you know your check-out date. Where possible, arrange the clean after the rooms have been cleared but before the final inspection. Tell us your deadline and we will recommend a method that allows enough time for the carpet to dry.

Do the rooms need to be empty?
An empty room gives us better access, but it is not essential. We can move furniture where it is practical and safe to do so, although personal belongings and smaller items should be removed first.

Can every carpet stain be removed?
No cleaner can guarantee the removal of every stain. The result depends on the carpet fibre, the type and age of the mark, and any products already used on it. We assess these points before treatment and explain what is realistically achievable.

Does an invoice guarantee that my deposit will be returned?
No. An invoice confirms that the carpets were professionally cleaned, but deposit decisions also consider the check-in and check-out reports and any other issues with the property. It is still worth keeping the invoice with your tenancy records.
